Contact the Property Owner
As a good neighbor, it is always best to reach out to your neighbors if you have a issue with something he or she is doing. It may be as simple as making a request and the whole problem may just go away. Not everyone is uncooperative. In fact most people really do not want to be a problem for someone else. Your first step is to respectfully talk to your neighbors directly regardless of your age or theirs. This is the proper way to resolve issues.
If after talking with your neighbor, and if he or she is in fact a tenant, then sometimes a note or letter to the property owner or landlord will improve the situation.
Here is a sample letter that you can download and use to make this contact. This letter has been used on Sylvia Street and resulted in a great improvement in neighbor relations. Please use the facts that are specific to your issues. If you have pictures or other supporting information that may help as well.
